This is a convenience feature for actual user installations but it causes a lot of traffic when testing PR builds. Core languages have the fallback json translated, but this is not done for non-core languages, because in most cases the online feed should be loaded and the static file is just a fallback if the feed cannot be downloaded for some reason. However the non-core languages always fall back to the static feed and do not even try to load the online feed. While it would be best to show a localised feed, users of non-core languages are missing out on the news and announcements.
