The overall layout of the main menu screen is a scene, but the contents of the menu itself are generated in code. Convert this to a scene (or hierarchy of scenes that can be swapped out or hidden as needed) so that the menu can be seen and changed from the scene editor.

The tile info popup is implemented entirely in code in C7/UIElements/Popups/TileInfoPopup.cs. Convert it to a scene file with the whole layout, and only the interactions and content updates in code. As of writing I have some isolated prototype code in #1007 which might slightly affect the scene layout.

The credits "scene" C7/credits.tscn is currently an empty Node and everything is done in code. The whole layout should be specified in the scene file, with only minimal behavior in code. To allow more than one node to be used to hold credits, put creditsLabel inside a VBoxContainer and have that scroll as one continuous column. Credits should also probably be moved into a subdirectory. As a bonus, make it slowly scroll automatically while still able to be manually scrolled.

Observer mode lets the player/developer monitor the game by letting the AI play the human turns as well. When testing things, I often run the game in observer mode for a while, then switch back and save the game in order to work on a particular situation. Sadly, I often miss the middle step, and try to save the game while in observer mode. This results in corrupt save files without a valid human user, which we then can't load back in again from the file. The task is here is to change the save mechanism so that saving while in observer mode results in a valid save file, most likely by switching away from the observer mode and then committing the save. I'd be happy with observer mode getting switched off as a side effect of the save itself.

NinePatchRect is a Godot feature for building UI elements that comprise a variable size central content piece and a frame of some kind on all sides. We are currently doing something functionally similar "manually", using more basic Godot primitives: The black_sidebars.tscn Godot scene is effectively a five-patch version of NinePatchRect, used in city_screen.tscn and previously with the Palace View as well. The Popup UI element, OpenCiv3/C7/UIElements/Popups/Popup.cs, is pretty much a NinePatchRect in disguise. We use popups for displaying in-game popup panels. The task is to see if we can use NinePatchRect to implement the Popup UI functionality in a more flexible way, and perhaps rebuild the black sidebars scene for cases where we are interested in the "focus/minigame" view with blacked out edges. See #958 (comment) for a bit more discussion/context.
