Problem compareScoredModelRoutes (packages/node/src/routing/model-route-ranking.ts:186-188) ends with a deterministic peerId.localeCompare tie-break. Every buyer in the network therefore orders equally-priced, equally-scored sellers identically and herds onto the same seller, leaving equally good peers idle. Prior art: google/sam SAM's facade rotates among the group of equally-loaded head providers so repeated requests spread across them instead of hammering the first: internal/node/openai_scorer.go#L133-L151 (rotateEqualHead, driven by an atomic round-robin counter) Proposed approach After ranking, identify the head group of routes with equal effective ordering (same price tier and score) and rotate the starting index — per-process round-robin counter or random offset. Keep the rotation below eligibility/cooldown logic so it only reorders genuinely interchangeable sellers. Small, self-contained change in model-route-ranking.ts + a test asserting distribution across equal candidate
